This impact story highlights how Revby helped the City of Boston’s SCALE Business Accelerator prepare five snow removal and landscaping businesses for larger public contracts by combining specialized technical assistance with capital. Through six months of targeted coaching in procurement, financial management, compliance, and operational systems, all five firms graduated with stronger business infrastructure, contributing to a repeatable model for building a more competitive local supplier pipeline.
“SCALE paired capital with the operating discipline needed to turn public-contracting opportunity into sustainable growth.”

In Fiscal Year 2024, the City of Boston awarded $1.9 billion in contracts. Many small, minority-owned, and women-owned businesses had the experience to pursue that market but not always the financial systems, documentation, or operating infrastructure to compete and perform at scale.
The Department of Supplier Diversity created the Supplying Capital and Leveraging Education (SCALE) Program to close that gap by pairing capital with industry-specific business development.
Demand was significant: more than 180 businesses applied for 27 spots across construction, design and architectural services, food and dining, and snow removal and landscaping. Selected firms entered a six-month accelerator combining technical assistance with capital tied to program completion.
Revby served as the City’s industry technical assistance provider for the snow removal and landscaping cohort — five firms navigating the operational demands of seasonal, equipment-intensive service work.
Revby combined biweekly workshops with individualized technical assistance built around the realities of seasonal service businesses: RFP readiness, procurement portals, insurance and compliance, financial management, quality assurance, and operational systems. Rather than treating procurement readiness as a bid-writing exercise, Revby helped each owner evaluate whether the entire business could withstand the demands of larger municipal contracts.
Each engagement produced practical infrastructure connected to a specific business constraint — capacity assessments, financial projections, compliance checklists, and stronger systems such as QuickBooks, Jobber, and CRM platforms — so capital supported durable operating capability, not isolated purchases.

Industry sectors strengthened through SCALE citywide
In capital deployed alongside technical assistance
All five snow removal and landscaping businesses graduated from the program with stronger financial visibility, more organized operating systems, and more credible materials for pursuing public and private work. The City now has a repeatable model for supplier diversity: identify industries where Boston buys at scale, pair flexible capital with specialized technical assistance, and help local firms compete for — and retain — more of the city’s contracting dollars.
